This is a proposal from Kenya ICT Action Network (KICTANet) KICTANet is a multi stakeholder network of members from civil society groups, private sector, development partners and media. The network aims to act as a catalyst for reform in the ICT sector in support of the government mission to enable Kenyans to gain maximum benefit from the opportunity offered by ICTs.

How this Session Links to the Priorities of IGF:

IGF is a forum for multi-stakeholder policy dialogue and has capacity building as a cross cutting priority for this second forum. KICTANet best practice paper will aim at presenting the case for multi-stakeholder partnerships and their potential, while asking key questions such as:

· Present the socio-political dynamics influencing ICT development and the prevailing situation that pointed to the necessity of creation of KICTANet.

· Describe the impact of KICTANet and lessons on ICT policy evolution. What has made the most impact and why? Where the network has failed and why?

· Describe the key challenges for KICTANet as a multi-stakeholder partnerships and the strategies that have been used to overcome some of them

· Distill lessons and recommendations on what is needed to enable partnerships to develop and be effective? This session will enable IGF participants to benefit from learning from the experiences and insights of those who are actively engaged in multi-stakeholder partnership processes in the internet governance arena.

Session Focus and Structure

This best practice paper/session will present KICTANet as a case study on multi-stakeholder partnerships on internet governance related issues – specifically in the area of national policy and strategy development and implementation. This best practice paper will present the practitioner view on the questions outlined above and will pull out the challenges addressed, the strategies developed, mistakes made, impact, unintended consequences and lessons learned. It will enable participants to benefit from the experiences and perspectives from the Kenya ICT Action network.
