The Information is an increasingly important resource in many aspects of life: education, employment, commerce, healthy care, recreation etc. It’s essential that the Information be accessible in order to provide equal access and equal opportunity to people with disability and vulnerable groups. The Tunis Agenda for the Information Society mentioned that the resolution in the quest to ensure that everyone can benefit from the opportunities those information communications technologies can offer. How to help people with disability to gain the equal access and equal opportunity? How to help people with disability actively participate in information society? It’s a universal concern within the issue of internet governance. To the end, we should pay special attention to the special needs of them. It’s important to ensure that the Internet user to be reached next 1 billion in the worldwide. In the best practices forum we will discuss:

1. The accessibility of connection for disabled people and vulnerable groups, 
2. Solution for information accessibility, 
3.The experience of promoting information accessibility, 
4. The standard of web accessibility of industry. 
5. Challenges and problems.

We appeal to the international organizations and forums, first of all IGF, to promote the approaching to a commonly recognized “equal access and equal opportunity”
